Ms. Joyce Titus, a seasoned educationist with over 30 years of experience, brings a wealth of expertise to her role as the head of County Education, Training, and Skills Development. With a Bachelor of Education in Early Childhood Development and Education and a Diploma in Early Childhood Development and Education, she has demonstrated a commitment to academic excellence throughout her career. As a registered career teacher, Ms. Titus has made significant contributions to various basic, primary, and secondary education institutions, fostering professionalism, integrity, and community service. Her leadership aims to streamline and enhance the county’s education and training sector under Governor Dr. Julius Malombe’s administration.
To implement County policy and legislation on Early Childhood Development and Education (ECDE) and child care facilities.
Formulation of county policy and legislation on training & skills development.
Overall supervision and oversight of training programmes for vocational training and home craft centres.
Partnership with the National Ministry of Education, Science and Technology in the improvement of training Standards in the county.
Domestication & implementation of Technical vocational curriculum
Staffing, training, and deployment of instructors to vocational training and home craft centres within the county
Provision and maintenance of training facilities and tools in, vocational training and home craft centres within the county
International, regional, national, inter-county networking and linkages for benchmarking and best practices
Mobilization of financial and other resources for vocational training and home craft centres within the county
Advocacy and awareness creation on policies, programmes and opportunities pertaining post primary and secondary schooling training and skills development
A fully functional Geographic Information System (GIS) Lab was set up, promoting data-driven decision making for future projects.
The department partially completed market layout plans (21 out of 600), aiming to improve revenue collection and resolve plot disputes.
The Ministry acknowledged limitations such as insufficient funding and staffing constraints. Despite these hurdles, they achieved or surpassed several targets, demonstrating their commitment to progress.
